Missing plugin white_list/white_list errors

Following the precise instructions on http://sites.google.com/a/curbly..., I got to script/generate plugin_migration and got an error that the white_list plugin is missing. Am I supposed to install that manually? When I do that, I get the following error:
/vendor/plugins/community_engine/engine_config/initializers/white_list.rb:2: undefined method []=' for #<Set:0x1a18974> (NoMethodError)
I installed from http://svn.techno-weenie.net/pro.... Is there a better version to use? I referenced other projects on github using CE and they didn't have this plugin installed at all (from what I could see).

Some further research has shown that CE isn't finding any of its own plugins. Weird. I have CE installed in vendor/plugins/community_engine. Is that the correct place?
